01 — The Need

Odisha does not suffer from a lack of ideas. It suffers from a translation gap.

Government holds the mandate, the budget and the delivery machinery. Academia, professions, civil society and enterprise hold judgement, field knowledge and specialist capacity. Between them sits a distance that no single department is resourced to close.

The Institutional Premise

Policy debates in Odisha routinely produce brilliant diagnostic papers that gather dust in departmental libraries, and ambitious government schemes whose frontline design misses the local reality. The problem is structural: policy makers lack the bandwidth to synthesise contested academic evidence, while researchers rarely frame conclusions in the concrete language of administrative orders, budget line-items or rule amendments.

OCID was conceived to occupy that gap permanently — not as a consultancy delivering one-off reports, but as a standing institutional bridge. We convert rigorous, multi-disciplinary research into actionable policy instruments, while creating structured channels for grassroots insights to reach decision-makers.

Vikash Manthan 1.0 — Governance in Action — convened at the Lok Seva Bhawan Convention Centre, Bhubaneswar on 27–28 February 2026, bringing together over 500 policymakers, senior administrators and domain experts across seven thematic sessions.

What OCID is, and what it refuses to be

An independent advisory think tank and ethical catalyst for Odisha's growth — accountable to evidence, and to a civilizational reading of what development is for.

01 — Mandate

OCID exists because two capable systems cannot reach each other. Government holds the mandate, the budget and the delivery machinery. Academia, professions, civil society and enterprise hold judgement, field knowledge and specialist capacity. Between them sits a translation gap that no single department is resourced to close.

We are constituted to sit in that gap permanently — not as a contractor delivering a project, but as a standing institution that carries evidence in both directions and stays present after the report is submitted.

Core philosophy: Integral Humanism

The operating premise is simple and consequential: a challenge worth the state's attention is never confined to one department. Malnutrition is not a health problem. Migration is not a labour problem. Learning outcomes are not a school problem. Each is a knot of health, water, land, livelihood, culture and administration, and untying it requires a cross-functional approach.

Integral Humanism also sets what we measure. Development that raises income while dissolving community, degrading ecology or severing cultural continuity has not succeeded — it has moved the cost somewhere it is not being counted. Material progress must complement moral, cultural and spiritual well-being, rooted in Odisha's civilizational ethos.

What this rules out. We do not recommend interventions that improve one indicator by degrading another. We do not treat a community as a beneficiary category. And we do not engage in political activity — our engagement is with governance, across whoever holds office.

To foster a research-driven transformation of Odisha where development is holistic, inclusive and harmonious; upholding the dignity of every individual, nurturing cultural roots, and strengthening the unity of individual, society and nature.

How we may act

OCID may act independently, jointly, or in collaboration with the Central or State Government, government undertakings, NGOs, CBOs, like-minded organisations and other appropriate agencies — including Indian companies and multinationals in public–private partnership mode — for the formulation and execution of projects that fulfil these objectives, including through tripartite agreements where required.

Governance in Action — Bhubaneswar, 27–28 February 2026

Organised by the Planning & Convergence Department, Government of Odisha in collaboration with OCID as knowledge and research partner, Vikash Manthan 1.0 convened at the State Convention Centre, Lok Seva Bhawan. Over 500 policymakers, senior administrators, scholars, civil society representatives and industry leaders deliberated across seven thematic sessions on the roadmap to Viksit Odisha 2036, aligned with Viksit Bharat 2047.

The Development Commissioner described the conclave as a Gyana Yagnya — a confluence of thinkers, policymakers and scholars generating transformative ideas. The framing matters: the summit was designed as a working session, not a ceremonial one, and its output is judged by what departments subsequently do.
