Annual flagship multi-stakeholder governance and district development conclave bringing together policymakers, academicians, and district leaders.
Governance in Action — Bhubaneswar, 27–28 February 2026
Organised by the Planning & Convergence Department, Government of Odisha in collaboration with OCID as knowledge and research partner, Vikash Manthan 1.0 convened at the State Convention Centre, Lok Seva Bhawan. Over 500 policymakers, senior administrators, scholars, civil society representatives and industry leaders deliberated across seven thematic sessions on the roadmap to Viksit Odisha 2036, aligned with Viksit Bharat 2047.
The Development Commissioner described the conclave as a Gyana Yagnya — a confluence of thinkers, policymakers and scholars generating transformative ideas. The summit was designed as a working session, not a ceremonial one, and its output is judged by what departments subsequently do.

What the summit produced
- Strategic roadmaps for leaders — clear, actionable directives tailored to policymakers, administrators and corporate executives, each addressed to a specific office.
- State-wide challenge and solution mapping — a synthesis of pressing regional bottlenecks paired with pragmatic, stakeholder-driven recommendations.
- Phased action reports — publications that separate the immediate, executable first step from the multi-year reform, so that neither is used as an excuse to defer the other.
On honesty of record. Session records are published as deliberated, including disagreements. Where experts differed, the difference is preserved rather than smoothed into consensus that did not occur.
